WILMINGTON, Del. (AP) - Residents of one Delaware city will now be able to keep farm animals as emotional support animals.

WDEL-FM reports the ordinance passed the Wilmington City Council on a 9-3 vote Thursday. City code previously barred residents from harboring wild and domesticated animals “suitable for slaughter or for the production of milk, eggs and fiber,” including chickens, pigs and donkeys.

Bill sponsor Councilman Nnamdi Chukwuocha says it’s intended to assist those with emotional and mental disabilities. Residents must obtain certification to keep the animals, which, unlike service animals, aren’t allowed to leave their homes.



Arguing against the measure, Councilman Bob Williams said it would place an undue burden on the Department of Licensing and Inspections and that “Wilmington has 99 problems and cuddling a farm animal just ain’t one of them.”
