Rap has come a long way since the days when Salt-N-Pepa were inciting women to “express yo’self” — and the third annual Can a Sista Rock a Mic? festival (through Sunday) is giving Washingtonians ample opportunity to see just how effectively female MCs have taken the rhymes and run with ‘em.
