Joe Fino was named director of marketing technology at Crosby Marketing Communications in Annapolis. Mr. Fino previously worked as director of interactive services at Planit Agency, a Baltimore marketing firm.


Keith Smith was named director of employment and labor policy at the National Association of Manufacturers, an industrial trade association. Mr. Smith previously worked as director of research at the D.C.-based group.


William Driscoll was promoted to administrative vice president and regional manager of private client services for the D.C. area and product manager for private banking for M&T; Bank, a Buffalo, N.Y., financial company. Mr. Driscoll has spent more than 30 years in the banking industry.


Richard Wiesman was named chief technology officer at QinetiQ North America, a technology consulting company in McLean. Mr. Wiesman previously worked in QinetiQ’s Technology Solutions Group.


Rene Quashie was named associate in the health practice group in the D.C. office of Drinker Biddle & Reath LLP, a Philadelphia law firm. He previously worked at Fulbright & Jaworski LLP, a Houston law firm.


Abbas Haider Ali was named vice president of product strategy at Managed Objects Inc., a business consulting company in McLean. He previously worked as assistant vice president for pre-sales engineering at Opnet Technologies Inc., a Bethesda network management company.


John Hart was named principal at RTKL, a D.C. architecture company. Mr. Hart previously worked as hazard mitigation planning team leader and facilities and business line leader at URS Corp., a San Francisco architecture company.
