A 45-year-old Southeast man was arrested Saturday in connection with the November killing of his 17-year-old daughter, who was found in a trash can in Northwest.

Rodney James McIntyre, 45, was charged with first degree murder while armed for the death of Ebony Franklin.

Shortly after 1 p.m. on Nov. 29, Franklin was found stuffed in a trash can in an alley behind the 1000 block of Fairmont Street in Northwest. Franklin, who had been reported missing by her mother, lived in the 4600 block of Pistachio Lane in Capitol Heights, though she was a frequent presence in Columbia Heights Village, a troubled housing project in D.C.’s Ward 1, according to youth-outreach workers who discussed her case with The Washington Times.

She had attended Cardozo High School in Northwest Washington and Northwestern High School in Hyattsville, outreach workers said.
