SALT LAKE CITY (AP) - Salt Lake City police arrested two men over the weekend accused of dragging a 4-year-old boy by a leash and then tying him to a tree before smoking marijuana, authorities reported Tuesday.

Detective Greg Wilking said the boy’s father and the father’s friend were arrested Sunday afternoon after witnesses reported the incident near 500 North and 300 West.

Wilking said witnesses reported seeing the men walking with the boy on a leash attached to a harness when the child fell while crossing the street.

The men continued walking while dragging the boy about 20 feet across one lane, over a curb and through some loose bark on the ground, Wilking said.

Witnesses said the men tied the boy to a tree, pulled out a pipe and began smoking marijuana while waiting for a bus.

When officers showed up, the men tried to discard the pipe but police found it, Wilking said.

He said the boy had minor abrasions and scratches and was turned over to his mother.

The men were booked in jail on suspicion of child abuse and child endangerment, while the father is also suspected of drug possession.
