JUNEAU, Alaska (AP) - The Legislature’s Arctic Policy Commission is outlining its strategy for the region.

APRN reports (https://bit.ly/1fLzCkR ) a commission draft makes recommendations on managing maritime commerce and resource development in the Arctic, improving emergency response and including indigenous people in policy decisions.

Rep. Bob Herron, who co-chaired the commission with Sen. Lesil McGuire, says the next step is to work on an implementation strategy.

Herron and McGuire have introduced legislation to address lack of infrastructure in the region, with bills proposing creation of a port authority for the Arctic and authorizing the state to issue loans for projects like roads and harbors.

McGuire sees Arctic development as a necessary investment, though it will be expensive and difficult to afford given the state’s budget situation.
