ANALYSIS/OPINION:
What if, after taking charge of the U.S. Congress in 2011, House Speaker John A. Boehner had told America he was going to follow the Constitution rather than Senate Majority Leader Harry Reid?
What if he’d declared that no spending bills would be considered unless they were approved by a majority of the House of Representatives? Would we be better off — and would we be fully funding Obamacare now?
What if Mr. Boehner gathered his caucus and announced today that the House would hitherto only consider spending bills that originated from within its own chamber?
Would this change the direction of the country? Would we be better off with new leadership in the House?
