ALBANY, N.Y. (AP) - The blizzard howling through western New York has prompted Gov. Andrew Cuomo to declare a state of emergency in 14 counties west of Syracuse.

The declaration allows the deployment of plows, salt trucks and other state resources on local roads. Cuomo’s office says the state has 1,794 plows, 306 front loaders and 4,185 operators in the affected region.

The National Weather Service has issued a blizzard warning for western New York, saying 10 to 24 inches of snow is expected with winds as high as 45 mph, making travel nearly impossible.
