VAN BUREN, N.Y. (AP) - State police have ticketed a man who was towing a boat trailer when a tire broke loose and hit a car on a Syracuse-area highway, killing the woman driving the vehicle and injuring two young children.

Troopers say they issued traffic tickets Tuesday to Nevada West of Liverpool for an unregistered and uninspected trailer.

Police say he was towing a boat on Interstate 690 in Van Buren on April 24 when a tire came off the trailer, bounced across the median and slammed into the windshield of a car traveling in the opposite direction.

Killed was Jennifer Miles, a 33-year-old elementary school teacher from Baldwinsville. Her 1-year-old child and a 4-year-old she was babysitting suffered minor injuries.
