INDIANAPOLIS (AP) - Indiana governor and Vice President-elect Mike Pence is congratulating an outgoing Indianapolis archbishop who publicly challenged him over the settlement of Syrian refugees.

Pence and Roman Catholic Cardinal Joseph Tobin greeted each other warmly Monday when both appeared at an event for the Boy Scouts in Indiana.

Tobin settled a family of Syrian refugees in Indianapolis in December 2015 over Pence’s objection. Pence also issued an order blocking aid to Syrian refugees, which was struck down in federal court.

Pence said Monday that he was proud to refer to Tobin as a cardinal.

Tobin was named a cardinal by Pope Francis in October and then was named archbishop of Newark, New Jersey. He’s to be installed there Jan. 6.

The plight of refugees has been a hallmark of Francis’ papacy.
