MONTPELIER, Vt. (AP) - The Vermont Legislature is making progress in completing its work for the year, but it remains to be seen if it can be done without risking a veto from Republican Gov. Phil Scott.

House and Senate budget writers completed a budget Wednesday. The full House could vote on the proposal Thursday.

Meanwhile leaders from the Democratically controlled House and Senate met Scott Thursday in an attempt to reach a deal on teacher health insurance.

Scott’s proposal would create a statewide contract for teacher health benefits. Democrats feel that plan would undermine collective bargaining.

Democratic Senate President Pro Tem Tim Ashe wouldn’t reveal details, but he says there’s a “ray of hope.”

The proposed $5.8 billion budget would increase state spending by 1.3 percent without new taxes or fees.
