EAST FISHKILL, N.Y. (AP) - New York State Police say they’ve charged two teenagers with manslaughter after a 15-year-old Hudson Valley boy died when he apparently fell from the outside of a moving SUV.

Officials say a state police patrol traveling on a road in the Dutchess County town of East Fishkill around 4 p.m. Wednesday saw a teen clinging to the passenger side of an SUV traveling in the opposite direction.

The trooper turned around to catch up with the SUV and came upon the teenager in the road. Troopers say the boy died at the scene. He was identified Thursday as Wilson Santiago of nearby Wappinger.

Investigators aren’t saying why the 15-year-old was clinging to the vehicle.
