LOWELL, Mass. (AP) - A civil rights attorney representing a man who was punched in the head while handcuffed by a civilian detention attendant for the Lowell police is seeking $75,000 in a claim against the city.

The Sun reports that Stephen Tatarouns’ attorney, Howard Friedman, alleges Lowell was negligent in hiring Paul Hadley because he had anger issues and a history of violence.

Friedman says Hadley was involved in violent incidents in 2006 and 2011.

Friedman is asking the city for $75,000 in damages. He plans to file a lawsuit if there’s no settlement in six months.

Tatarouns was arrested in Nov. 2016 on a default warrant. Police say he spat in Hadley’s face before he was punched. Hadley was later cleared of using excessive force.

A city attorney acknowledged getting the letter.
