Washington was allocated more than $3.3 billion in comprehensive federal funding in the COVID-19 stimulus package. An investment of this magnitude requires strict accountability.

In April, I raised concerns with the House Oversight Committee regarding the city’s use of the money, specifically the $59 million in stimulus funds routed through Building Blocks DC, DC Mayor Muriel Bowser’s gun violence reduction program, and its related public health and youth violence-prevention initiatives.

Yet these core questions remain unanswered: Where did the money go? Were the expenditures consistent with federal requirements? What measurable results did these programs achieve? What long-term financial obligations were created for local taxpayers?

While the violence-prevention goals of Building Blocks DC are vital, good intentions cannot substitute for documented performance. Washington’s ongoing public safety challenges make an independent evaluation of these investments essential.

Given Washington’s history of fiscal crises, corruption scandals and federal oversight interventions under home rule, continuous transparency is critical. The stimulus package permitted investments in public health and economic recovery, but specific expenditures must meet strict federal guidelines.

I have requested an independent oversight review of the relevant contracts, reporting practices, performance metrics and continuing financial commitments. A meaningful audit will separate legitimate policy disagreements from actual compliance failures.

America’s capital should serve as a model of transparent financial management and responsible stewardship, not be a city where taxpayers must guess whether expensive initiatives delivered results.
