“The proximity of this event notwithstanding, we have no indication that the shooting was related to the operations of the Republican Party of Virginia,” party officials said on social media.

The victim was hospitalized with non-life-threatening injuries.

Richmond Police Chief Rick Edwards said police believe she was just a bystander to an unrelated incident, according to The Associated Press.

Republican Party of Virginia Chief Financial Officer Frank Loehr told the Richmond Times-Dispatch that the victim was shot in the shoulder as she was talking to people from the Nature Conservancy who had set up a booth on the sidewalk.

A woman at a hair salon across the street from the Obenshain Center told police that she fired shots in self-defense when a man with whom she has an ongoing dispute entered the salon, Chief Edwards said

That woman is now in police custody.
