In this photo taken on on Monday, Feb. 7, 2011, High school graduate and teen mother, Erika Perez, 18, meets with her Adolescent Family Life Program (AFLP) case manager Elizabeth Rodriguez, to set her life goals at the AltaMed Health Services Corporation in East Los Angeles. The AFLP and others like it are being credited, in part, with helping slow the rate of teen births in California to an all-time low, which reflects a national record low. (AP Photo/Damian Dovarganes)
