ADVANCE FOR SUNDAY, MARCH 15 AND THEREAFTER - In this June 7, 2011 photo, Curtis Lee is seen in front of the Police and Fire Pension Fund building in Jacksonville, Fla. Lee, a former finance manager, won a lawsuit over the Police and Fire Pension Fund pension fund records. He had requested the records after reading on how underfunded the pension fund was. He later determined the fund was not being run efficiently and complained for higher-level officials. Afterwards, the fund was slow in responding to requests and charged him for the documents and staff time to produce them. (AP Photo/Florida Times-Union, Bruce Lipsky)
