File -This Sept. 3, 2008 file photo shows an endangered desert tortoise sitting in the middle of an eastern Mojave Desert road. The Mojave Desert Tortoise population is holding steady in the Red Cliffs Desert Reserve in southern Utah, but the animal still hasn't fully recovered from fires and drought that negatively impacted more than a decade ago. The Spectrum newspaper in St. George reports that wildlife officials counted about 15 Mojave Desert Tortoises per square kilometer in a sampling taken in 2015 in the Red Cliffs Desert Reserve. In 2013 there were 16 tortoises per square kilometer.(AP Photo/Reed Saxon, File)
