In this 2011 booking photo released by the Hawaii County Police Department is Randall Hatori. The brother of a Big Island man who died after police pulled him over has filed a lawsuit saying officers used a stun gun on him, beat him while he was incapacitated and delayed getting medical help. Randall Hatori was in a car officers pulled over in Kailua-Kona in 2014. Police arrested the driver on a warrant, but Hatori ran away. According to the lawsuit, an officer deployed a stun gun, knocking Hatori down. The lawsuit alleges officers beat Hatori and then while he was face-down on the asphalt, another officer arrived and repeatedly kicked him. (Hawaii County Police Dept. via AP)
