House Speaker John A. Boehner bears some responsibility for the current border crisis, not because the House has failed to pass an immigration bill, but because he has been complicit in President Obama’s refusal to close the border. The open border and several of Mr. Obama’s other actions are illegal.

Mr. Boehner wants to sue the president for failure to obey and enforce the law. However, Mr. Boehner’s refusal to start impeachment proceedings is not in keeping with the law, either. The proper remedy for what Mr. Obama is doing to this country is impeachment, not some lawsuit unrecognized by the Constitution. Mr. Obama needs to be removed, but Mr. Boehner does, too.
