A couple of possibilities may account for the situation in Baltimore, one which will result in a major dilemma for black voters (“Intel report warns gang attacks on white cops could spread nationally,” Web, April 27).

It is possible that Mr. Freddie Gray’s death occurred because the justice systems in Democrat-controlled Maryland and Baltimore are prejudiced against African-Americans? In that case, should they continue to give 90 percent of their votes to a party that treats them unfairly?

It is also possible that the justice system in Maryland is fair and that more African-Americans are arrested because more African-Americans commit crimes. In that case, what should they do to change that unacceptable behavior?

One more question remains: What is the race of most of the rioters?
