FILE - In this Sunday, Oct. 8, 2017 file photo, people gather to demand justice for the killing of Patrick Harmon, who was shot by police on Aug. 13, in Salt Lake City. A civilian review board said Wednesday, Nov. 8, 2017, that Officer Clinton Fox followed department policy in the shooting of a black man after he ran from police. The report supports Fox in the Aug. 13 shooting captured on body camera video that appears to show Patrick Harmon being shot from behind. The review board said the footage shows Harmon pausing and apparently pivoting, supporting the officer's contention Harmon yelled he would stab him.
