At 10:21 a.m., the second victim, identified in the affidavit as E.F., was walking in the 1600 block of Harvard Street NW when she heard two honks. Before she could turn around, she felt Mr. Sow grope her right buttock cheek before he fled on his moped, she said.

Surveillance footage corroborated her account and showed the suspect wearing dark clothing with a hoodie and a mask riding on the moped, according to the affidavit.

The third victim, identified in the affidavit as R.H., told officers that she saw a Black male riding a scooter as she was walking in the 2500 block of Tunlaw Road NW at about 2:20 p.m. As she turned onto Calvert Street NW, she saw him double back toward her, she said.

R.H. alleged that Mr. Sow grabbed her behind before continuing to ride away, according to the affidavit.

The police also said in the affidavit that Department of Youth Rehabilitation Services VeriTracks data showed that Mr. Sow, who has an ankle monitor, was the only suspect police investigated who was in the area at the time of each of the three alleged incidents.

Mr. Sow was arraigned Tuesday, according to court records. The records didn’t say when he is scheduled to appear in court.
