The White House dismissed Thursday the flap about the date of President Obama's speech to a joint session of Congress as irrelevant "political gamesmanship," even as some Democrats said the president's advisers mishandled the episode.

Citing high costs and limited duties, House Speaker John A. Boehner and Minority Leader Nancy Pelosi said Monday that they are ending the page program that has seen both successes and its share of controversy in its near 200-year history.

After finding $65 billion in new spending cuts Wednesday, House Republican leaders braced for a floor showdown Thursday on their bill to raise the government's borrowing limit by $900 billion while cutting even more than that from future spending.

President Obama said Tuesday that he may have to halt Social Security benefit checks in August if he and congressional leaders can't agree to raise the government's debt limit.

Treasury Secretary Timothy F. Geithner on Sunday reiterated the Obama administration's position that a large-scale, long-term deficit-reduction package must be in place by early August or the nation risks economic doom.

Racing a Friday deadline to avert a government shutdown, President Obama met late Wednesday with top congressional negotiators and said afterward that he is "confident" a spending deal can be finalized in time.

"Every American family also knows what Washington Democrats can't seem to grasp: In tough times, it's more important - not less - to have a budget, to set priorities and to live within your means," said House Minority Leader John A. Boehner, Ohio Republican.
