After singling out “black people” when talking about government handouts, former Sen. Rick Santorum on Monday clarified the comment after it garnered some negative attention.

Speaking to voters in Sioux City Sunday afternoon, Mr. Santorum was responding to a question about how he would get America back on track.

He began by saying the economy needs to be fixed and then started accusing President Obama of making Americans more dependent on the government while speaking favorably of his own economic plan.

“I don’t want to make black peoples’ lives better by giving them somebody else’s money,” Mr. Santorum said. “I want to give them the opportunity to go out and earn the money and provide for themselves and for their families.”

Asked about the comment by reporters Monday night, Mr. Santorum said he is proud of the work he has done for inner-city populations and said he didn’t intend to cause controversy.

“You look at what I said, is I believe every American should not be dependent on government,” he said.
