A rule allowing struggling rural hospitals to become free-standing emergency rooms appears to be a failure. Months after the policy was adopted, not a single hospital has tried to take advantage of it. Gov. Nathan Deal’s administration had hoped the change might leave rural communities with at least emergency services, even if they could not support a full-on hospital.
