Sharon Budd, a middle-school teacher who lives near Akron, Ohio, suffered head injuries when a rock dropped from an overpass crashed through the windshield of her family's car in Pennsylvania in July 2014. Thanks in part to efforts by Sharon Budd and her family, a change in Ohio Department of Transportation rules took effect Friday, Jan. 1, 2016, that requires new or rehabbed bridges over most busy roadways in Ohio to have fencing to deter vandals.
