Bill targets Maryland’s civil asset forfeiture laws

ANNAPOLIS -- Under Maryland's civil asset forfeiture laws, the government can seize property if they suspect someone of a crime, and the Internal Revenue Service suspected Mr. Sowers of money laundering.
