Sen. John Cornyn says he will block a “unanimous consent” resolution to approve Hillary Clinton’s nomination as secretary of state on Inauguration Day, David R. Sands is reporting.

The Texas Republican, who is a member of the Senate Foreign Relations Committee, says he has concerns about international fundraising for a foundation run by Mrs. Clinton’s husband, former President Bill Clinton.
