In a conciliatory note, Speaker John A. Boehner has invited President Obama to give the annual State of the Union address on Jan. 28 to a joint session of Congress.

In a letter to the president on Friday, Mr. Boehner said Americans “expect Washington to focus on their priorities and to look for common ground in addressing the challenges facing our country.”

“In that spirit, we welcome an opportunity to hear your ideas, particularly for putting Americans back to work,” Mr. Boehner said.

The Republican-led House approved a two-year federal budget Thursday that gave the administration much of what it wanted by easing spending cuts.
