Family Research Council President Tony Perkins opened up the annual Values Voters Summit in Washington with a joke, saying the government is not shutdown, it is slowed down.

Mr. Perkins likened the shutdown to being stuck in a perpetual TSA line at airports.

“Nobody seems to be moving, but you still have to empty your pockets,” Mr. Perkins said, eliciting applause and laughter from those gathered here for the summit.

The conference features a number of political conservative faces, including Sens. Mike Lee of Utah, Ted Cruz of Texas and Rand Paul of Kentucky.
