Ms. Paul: “Have you tried to get online yourself?”

Mr. Biden: “No, actually, the president tried to get online and my daughter tried to get online. I did not, because it was clear that I wasn’t getting online.”

Mr. Biden went on to say the problems were “inexcusable.”

He said he and Mr. Obama were both told seven weeks before the launch of that everything was in order and had to take the assurances of the professionals.

“Neither he and I are technology geeks,” the vice president said.
