Mr. Tahiri said that Haqqani's responsibilities included arranging foreign suicide bombings, maintaining relations with other insurgent groups, recruiting Pakistani Taliban fighters to the Haqqani group, and overseeing operations in southeastern Afghanistan and in Kabul.
