The FBI uses drones for surveillance on U.S. soil, though “in a very, very minimal way,” agency Director Robert Mueller told Congress at an oversight hearing Wednesday.

“Our footprint is very small,” Mr. Mueller told Sen. Charles E. Grassley, the ranking Republican on the Judiciary Committee, who probed on the national law enforcement agency’s use of unmanned aerial vehicles.

Mr. Mueller said the FBI’s use is “very seldom,” and the agency is still “exploring the necessary guidelines” for how drones will be used.
