Samantha Power, the U.S. ambassador to the United Nations, will deliver a speech Friday making the administration’s case for attacking Syria, according to the Center for American Progress, which is hosting the speech.

Ms. Power, who was confirmed to her new job earlier this summer, will talk about the administration’s belief that troops loyal to Syrian President Bashar Assad used chemical weapons on civilians, and will make the case that an international response is needed.

On Wednesday, Secretary of State John F. Kerry told Congress he expected that at some point President Obama will deliver an address to the nation from the Oval Office to make the case personally.

But the White House said Thursday that is still under consideration.
